Job Description
As a Compliance Officer at Optimus Bank, you will play a pivotal role in ensuring that the institution operates within legal frameworks and regulatory guidelines. Your responsibility will be to oversee the bank’s compliance program, identify regulatory risks, and implement strategies to mitigate them. You will work closely with various departments to ensure adherence to policies and foster a culture of compliance within the organization.
Your duties and responsibilities will include, but are not limited to:
Regulatory Compliance and Risk Assessment
- Continuously review published regulations, circulars, laws, and directives to assess their impact on the bank’s business operations.
- Break down complex regulatory requirements into actionable insights for the bank’s stakeholders.
- Conduct periodic reviews and risk assessments of the bank’s products, services, and vendors to ensure compliance with applicable regulations.
- Develop and implement policies and procedures that align with local and international regulatory standards.
- Ensure that all regulatory requirements are met while conducting banking transactions and offering financial products.
Anti-Money Laundering (AML) and Counter Financing of Terrorism (CFT) Compliance
- Develop and maintain an effective AML/CFT compliance framework to prevent fraudulent activities.
- Facilitate the bank’s compliance training programs by preparing training manuals and conducting training sessions for employees.
- Monitor escalated or suspected trade transactions for AML/CFT concerns and take appropriate actions.
- Conduct risk-based reviews of trade transactions processed by settlement units to detect suspicious activities.
- Perform enhanced due diligence (EDD) and Know Your Customer (KYC) checks on high-risk customers, including Gaming Entities, Bureau De Change (BDC), and Politically Exposed Persons (PEPs).
- Conduct KYC and EDD checks for Foreign Financial Institutions to ensure adherence to international standards.
- Track and monitor compliance violations and suggest corrective actions to prevent future breaches.
Regulatory Correspondence and Reporting
- Receive, time-stamp, log, and track all compliance-related correspondence in the compliance register.
- Ensure timely closure of all Law Enforcement Agency (LEA) and regulatory-related correspondence.
- Prepare periodic reports on legal and regulatory activities, including monthly, quarterly, and annual compliance reports.
- Monitor daily transactions using AML software and other internally developed alert systems.
- Promptly detect, identify, and report Suspicious Transaction Reports (STRs) to regulatory authorities.
- Manage and submit Currency Transaction Reports (CTR), Foreign Transaction Reports (FTR), and STRs to relevant regulators in compliance with statutory requirements.
- Oversee the business units and teams responsible for regulatory reporting to ensure accuracy and timeliness.
Internal Audits and Compliance Monitoring
- Assist in coordinating internal and external audits related to compliance matters.
- Regularly review internal policies and procedures to ensure they remain up to date with evolving regulations.
- Identify gaps in compliance frameworks and recommend corrective actions.
- Work closely with the legal and risk management teams to strengthen the bank’s governance framework.
- Conduct internal compliance risk assessments and provide solutions to mitigate identified risks.
Stakeholder Management and Advisory
- Advise management and employees on regulatory changes and their implications on the bank’s operations.
- Collaborate with external regulatory bodies to ensure the bank remains compliant with all requirements.
- Maintain strong relationships with regulators, auditors, and law enforcement agencies to facilitate smooth regulatory engagements.
- Educate employees on compliance best practices and foster a culture of integrity and transparency within the bank.
Requirements
Education and Qualification
- Bachelor’s Degree in Business, Finance, Law, Economics, Accounting, or a related field.
- Professional certifications such as Certified Anti-Money Laundering Specialist (CAMS), Certified Regulatory Compliance Manager (CRCM), or similar credentials are an added advantage.
Experience
- Minimum of 4-5 years of relevant experience in banking, compliance, or risk management.
- Prior experience working in a financial institution with strong knowledge of regulatory compliance is highly desirable.
- Proven track record of implementing compliance frameworks and managing regulatory risks.
Skills and Competencies
- Strong analytical and problem-solving skills to assess regulatory risks and develop mitigation strategies.
- Excellent communication skills, both verbal and written, to interact with regulators, management, and employees.
- Proficiency in report writing and presentation to facilitate compliance training and audits.
- Solid understanding of local and international banking regulations, including AML/CFT guidelines.
- Good knowledge of banking operations and financial crime prevention techniques.
- Ability to interpret complex regulatory policies and apply them effectively within the organization.
- Strong organizational skills with the ability to manage multiple compliance projects simultaneously.
